California DOJ Takes Aim at Rising Costs with New Affordability Response Team

SACRAMENTO — California Attorney General Rob Bonta announced on Monday the creation of a dedicated Affordability Response Team, an enforcement unit within the state Department of Justice tasked with investigating practices that contribute to the state’s high cost of living.

 

The team, comprised of legal specialists from multiple DOJ divisions, will focus on issues ranging from consumer protection and housing markets to healthcare pricing and financial fraud. According to the department, the initiative will provide Californians with a central avenue for reporting suspected unlawful practices that inflate prices.
“For many Californians, basic expenses like groceries, medical care, and vehicle repairs are a source of financial strain,” Bonta said.

Mandate and Areas of Focus

The DOJ said the unit will examine potential violations of state antitrust law, scrutinize pricing and contractual practices in housing and healthcare, and pursue instances of consumer fraud and deceptive business conduct. It will coordinate with existing divisions, including Antitrust and Consumer Protection, and provide public guidance for residents seeking to submit complaints.

State data and independent research show that California continues to face some of the highest living costs in the nation. Median home prices and rents in metropolitan areas far exceed national averages, while healthcare, transportation, and other essentials remain a persistent financial burden for many households.

Economic Context and Federal Dynamics

National trends complicate California’s affordability landscape. Federal antitrust enforcement and merger review priorities have evolved in recent years, reflecting shifts in policy focus and agency staffing. Market analyses indicate that demand in certain high-end sectors, such as luxury goods and private aviation, has grown, driven by spending among high-net-worth households.

Experts caution that while enforcement at the state level can influence consumer costs in specific sectors, broader market trends and federal policy continue to shape pricing and competition nationally.

Structure and Accountability

The Affordability Response Team will operate under the oversight of the Attorney General’s office. DOJ officials said they plan to publish periodic summaries of case activity, enforcement outcomes, and guidance on reporting suspected unlawful pricing or business conduct.

This initiative marks the latest effort by California state officials to address the persistent financial pressures faced by residents. By consolidating expertise across multiple divisions, the state aims to strengthen enforcement and provide greater accountability for practices that can drive up costs for consumers.
