PH EMBASSY COMPLETES FINAL LOCKDOWN AND SEALING OF ONLINE VOTING AND COUNTING SYSTEM

WASHINGTON D.C. – The Philippine Embassy successfully completed its Final Lockdown and Sealing (FLS) of the Online Voting and Counting System (OVCS) for the 2025 National Elections Overseas on 11 April 2025, 2:00 p.m. (ET).

The FLS of the OVCS showed that the General Election is not yet initialized and contains zero votes. This is to ensure that the General Election containing the actual digital ballots can only be accessed by all pre-enrolled voters on 13 April 2025, 8:00 a.m.

Watchers and members of the public witnessed the FLS.

“All systems are a go as we prepare for the 2025 National Elections,” said Ambassador Jose Manuel G. Romualdez. “With the conduct of the first online voting for overseas voters, we move forward to ensure a secure, transparent, and inclusive democratic election. This is an opportunity for every voice to be heard and every vote to count.”

Registered overseas Filipino voters in the United States and the Caribbean are reminded to complete their pre-voting enrollment as soon as possible to ensure smooth participation in the upcoming 2025 National Elections.

All overseas voters under the Embassy’s jurisdiction are required to complete their pre-voting enrollment on or before 07 May 2025 to verify their identity and ensure access to the Online Voting and Counting System during the official overseas voting period from 13 April to 12 May 2025. No physical ballots will be mailed to overseas voters.

These points were emphasized in an earlier virtual town hall meeting organized by the Embassy on 8 April 2025 and livestreamed on the Embassy’s Facebook page. Consul General Rodriguez conducted the Kumustahan sa Embahada and answered some of the questions raised by members of the Filipino community watching the livestream.
