SAN FRANCISCO — The Philippine Consulate General in San Francisco has confirmed that Consul General Arnel G. Talisayon, a career diplomat of the Department of Foreign Affairs, formally assumed his post on April 10, 2026, taking charge of one of the Philippines’ most active foreign service posts in the United States.
Talisayon joined the Department of Foreign Affairs in September 2003 and has since served in a range of diplomatic capacities across bilateral and multilateral assignments, according to official consulate information.
His overseas postings have included service as Second Secretary and Consul at the Philippine Embassy in South Korea and as Minister and Consul General at the Philippine Mission to the United Nations and other international organizations in Geneva. He most recently served as Deputy Chief of Mission at the Philippine Embassy in China.
At DFA headquarters in Manila, he held positions in the Office of ASEAN Affairs, the Office of Consular Affairs, and the Office of Civilian Security, reflecting a professional background closely aligned with the operational and policy responsibilities of a consulate general.
The San Francisco consulate covers Northern California and several western U.S. states, serving a large Filipino American population and managing high volumes of consular services, including passports, civil registry, and assistance to nationals.
As head of post, Talisayon is responsible for overseeing these services while advancing public diplomacy, strengthening engagement with the Filipino community, and representing Philippine interests in the region.
The consulate indicated that, as he begins his tenure, it expects to continue strengthening services for the Filipino community and advancing Philippine interests within its jurisdiction.
Officials did not announce policy changes tied specifically to the leadership transition, signaling continuity in programs and operations.
Talisayon’s appointment reflects the Philippine government’s standard rotation of senior foreign service officers and comes amid ongoing efforts to modernize consular services and expand engagement with overseas Filipinos.
