These processes often resulted in low voter turnout due to long travel distances, slow mail delivery, and missed deadlines.
In response, the Commission on Elections (COMELEC) has introduced an Online Voting and Counting System (OVCS) to make overseas voting more efficient. The system enables registered voters to cast their ballots remotely using their smartphones, tablets, or computers—eliminating many of the previous obstacles.
How the Online Voting Process Works
The overseas voting period runs from April 13, 2025, to May 12, 2025. Filipino voters in the U.S. and other countries who registered before the September 30, 2024 deadline and successfully pre-enrolled in the system between March 20 and May 7, 2025, will be eligible to vote online.

Who Can Vote and What’s on the Ballot?

Unlike local voters, overseas Filipinos cannot vote for mayors, governors, or district representatives.
What About Dual Citizens?
Filipino-Americans and other overseas Filipinos who reacquired Philippine citizenship under Republic Act No. 9225 (the Dual Citizenship Law) are eligible to vote, provided they registered before the September 30, 2024 deadline and pre-enrolled for online voting.
For those who have not yet reclaimed Philippine citizenship but wish to vote in future elections, the dual citizenship application process is available at Philippine embassies and consulates. The process includes submitting documents, attending an oath-taking ceremony, and receiving an Identification Certificate as proof of Philippine citizenship.
