MANILA — The Commission on Elections (COMELEC), through its Office for Overseas Voting, has officially launched the pre-voting enrollment for internet voting in the 2025 Philippine National Elections.
COMELEC has opened pre-voting enrollment for registered overseas Filipino voters who wish to participate in internet voting for the 2025 Philippine National Elections. Deadline for enrollment is May 7, 2025. Enroll now at https://ov.comelec.gov.ph/
This mandatory pre-enrollment is required for those who wish to vote online. COMELEC emphasizes that those who do not enroll will not be able to vote via the internet, even if they are already registered as overseas voters.
It is important to note that this is not the online voting site and not for first-time voter registration. Overseas voter registration ended on September 30, 2024. Only voters registered before that date are eligible to enroll for online voting.
This initiative is part of COMELEC’s broader campaign for Better Automation, Governance, and Opportunities, under the 2025 theme: “Maka-Bagong Halalan: Free, Safe, and Meaningful Elections.”
In-Person Voting Still Available
For those who do not or cannot enroll online, in-person voting remains available. Registered overseas voters may cast their ballots in person at Philippine embassies, consulates, or designated polling sites abroad during the official overseas voting period, typically from April 13 to May 12.
