Political empowerment is still a treasure that eludes us as a community here in America. While we are the second largest Asian American community in the United States, we have yet to harvest the power that comes from our numbers. The Voice of FilAmerica features elected and appointed officials – regardless of political affiliation – in the different US states who are of Filipino ancestry. As your Filipino American community newspaper, the Asian Journal recognizes the fact that we all have a responsibility towards bringing political empowerment to fruition, especially for our future generations.  It is our hope to have our voices heard all over America.

Shaylene Iseri-Carvalho: First Female Hawaii Prosecutor Elected Twice to the Kauai County Council

A FEW months ago, Filipino American Shaylene Iseri-Carvalho was elected as Kauai County Prosecuting Attorney, becoming the first female prosecutor in Hawaii’s history. In an interview with KGMB9 News, Iseri-Carvalho was asked to comment on the honor of having the new title. "It’s very exciting to learn that I’m the first female Hawaiian prosecutor. I learned about it after I got elected. It wasn’t something I knew about prior to getting elected," she said.

Shaylene Iseri-Carvalho graduated from the University of Colorado and UH William S. Richardson School of Law. She has been practicing law for 20 years, since 1989. In 1999, she was nominated for judgeship. She was the Public Defender for Kauai and Maui, before being elected for the first-time to public office in 2004. Having ousted incumbent Joe Munechika, Shaylene became the only newcomer in the seven-member county council.

Robert BundaHAWAII Senator Robert Bunda (D-HI) became the first FilAm to attain a presidency of any state legislature in the US when he was appointed a Senate President in 2001.

The third-generation FilAm was born in Waialua. Now, the Democratic President Emeritus senator represents the 22nd District of Kaena-Wahiawa-Pupukea. He is one of Bunda, a former Bank executive and insurance broker, has been a member of the Hawaii State House of Representatives from 1983 to 1994 and currently a member of Hawaii state senate since 1994.

Dr. Ruth Uy Asmundson - Mayor: City of Davis, California

DR. Ruth Uy Asmundson, who reelected to the Davis City Council in 2006, is currently serving as City of Davis Mayor until her term expires in 2010.

A native of Gamu, Isabela, Philippines, Ruth was successful in her first bid for the City Council in 2002, garnering the highest number of votes among the candidates. She served as Mayor Pro-tem from 2002 to 2004, and as Mayor from 2004 to 2006. Ruth is one of three people to serve two terms as Mayor of Davis.

Ruth Asmundson, who was named Davis Citizen of the Year in 1989, is actually the widow of Vigfus Asmundson, himself a former Mayor of Davis. So far, the Asmundsons are the only recorded instance where both the husband and wife have held the mayoral seat in Davis.

ED BALICO was first elected to the Hercules City Council for a four-year term in November 2000. He was appointed Vice Mayor in December 2001 and became Mayor in 2002. He was re-elected in November 2004 and garnered the highest votes ever in the history of the City of Hercules in that election. Because he received the most votes in the November 2004 election, in December 2006, he was appointed to serve a one-year term as Mayor. In 2008, Council Member Balico was elected for a third term and received the highest number of votes for that election year. 

Council Member Balico holds a Bachelor’s Degree in Mechanical Engineering and has completed numerous certifications in the fields of Project Management, Total Quality Management, and Problem Solving Process. He worked for one of the Fortune 100 companies for 20 years and left the company as a senior project manager. He currently owns a real estate and mortgage company.

FilAm Hawaii Councilman Romeo Munoz Cachola represents District 7 (Salt Lake, Kalihi, Aliamanu, Stadium and Airport areas). He currently chairs the Affordable Housing and Economic Development Committee. He is also the Floor Leader during each City Council meeting.
