Political empowerment is still a treasure that eludes us as a community here in America. While we are the second largest Asian American community in the United States, we have yet to harvest the power that comes from our numbers. The Voice of FilAmerica features elected and appointed officials – regardless of political affiliation – in the different US states who are of Filipino ancestry. As your Filipino American community newspaper, the Asian Journal recognizes the fact that we all have a responsibility towards bringing political empowerment to fruition, especially for our future generations.  It is our hope to have our voices heard all over America.

Tzeitel Paras-Caracci, Former City Mayor and Current Council Member Duarte, California Board of Director, National League of Cities

OVER a year ago, Filipina American Duarte City Council member Tzeitel Paras-Caracci was elected to a two-year term on the National League of Cities (NLC) Board of Directors. The NLC is the oldest and largest national organization representing municipal governments throughout the United States. It serves as a resource to and an advocate for the more than 19,000 cities, villages and towns it represents. The election was held at the culmination of the association’s annual conference in New Orleans on Nov. 17,2007.

"We are very proud of Tzeitel and Margaret and of the national recognition they bring to Duarte through their service. It’s extremely rare to have a council member from a small city elected to the National League of Cities Board. It’s quite an accomplishment," said Duarte City Manager Darrell George.

During her presentation to NLC, Paras-Caracci stressed building strong relationships between cities and families. "My goal is to focus on youth education and family issues during my NLC board tenure. It should be a priority for all elected officials to really inspire civic engagement among all their constituents. I believe it’s my generation’s responsibility to make sure that the next generations invest in their communities," said Paras-Caracci following her election.

Judge Reynaldo Graulty: Recently Retired; former State Representative and Senator, former Insurance Commissioner, and former Circuit Court Judge of Hawaii

VERY few Filipino Americans are given the privilege and honor of serving in the US government; fewer still are those rare officials who have worked in EVERY branch of the government. One such FilAm is the Honorable Judge Reynaldo Graulty of Hawaii, who was a former State Representative and Senator, former Insurance Commissioner, and former Circuit Court Judge.

Last March 2009 in Hawaii, the House congratulated Judge Reynaldo Graulty on the occasion of his retirement as a Circuit Court Judge in a special floor presentation at the Hawaii State Capitol. Representatives Glenn Wakai and Tom Brower offered House Resolution 285 that honored the former senator and state representative. In his congratulatory speech to honor Graulty, Rep. Wakai highlighted the fact that Graulty has distinguished himself by serving in every branch of the government.

THE grandson of Hawaii Pineapple workers, FilAm Donovan Dela Cruz is living the dream that his grandparents set out for when they left the Philippines in the late 1940’s.

The 36-year-old Dela Cruz is a member of the Honolulu City Council representing District 2, which includes Mililani Mauka, Wahiawa, Whitmore Village, Mokuleia, Waialua, Haleiwa, Waimea, Pupukea, Sunset Beach, Kahuku, Laie, Hauula, Punaluu, Kahana, Kaaawa, Kualoa, Waiahole, Kahaluu, Ahuimanu, and a portion of Heeia. It is the largest and most rural area, covering almost a third of the island.

Mary J. Cochran - Council Member, County of Kauai, State of Hawaii

MARY Cochran is the seventh of 12 children born to Guillermo and Maxima Ribucan who migrated to Hawaii from the Philippines in 1926. This fact of migration is important to Mary as it speaks volumes of the values imparted to her and her siblings by their parents: the willingness of parents to take risks for a better life for their children. Cochran graduated from Chaminade University of Honolulu. She became a licensed attorney following graduation from the Richardson School of Law at the University of Hawaii. She was first elected to the Hawaii State Board of Education in November, 2002 and re-elected in November, 2006. Her term as a council member of the Maui District expires on 2010. She is Vice Chair of the Committee on Curriculum, Instruction & Student Support and a Member of the Committees on Administrative Services; Budget & Fiscal Accountability.
